No. A payout is basically nothing more than transferring money from one (PayPro) account to another (current) account.

This has nothing to do with your accounting turnover or VAT moment reporting. According to the Dutch Tax and Customs Administration, just the moment a service or product is delivered is regarded as accounting moment. 

So if you have made a sale, then that date (moment) counts for your bookkeeping. The transfer of this amount to your current account is only a financial settlement of it.
